While ICANNs IDNC Working Group (IDNC) has made constructive progress on proposing a framework for the introduction of an initial set of IDN TLDs, the approach taken by the IDNC from a legal perspective could be fundamentally flawed. The IDNC has failed to recognize that an IDN equivalent of country name involves much more than making a mere linguistic determination as to which IDN string is "meaningful" in a particular "official language", but also involves a number of international legal determinations as well, with far reaching legal implications. ICANN Staff must properly consider, reference and incorporate the comprehensive body of work that has been developed by the World Intellectual Property Organization (WIPO) in this area prior to making any determination on how it proceeds with respect to the adoption of the IDNC Final Report.

Introducing new generic top-level domains (gTLDs) is central to fostering choice and competition in domain registration services, and as such is significant to the promotion of ICANN’s core values. The evolution of the namespace towards an enhanced diversity of services and service providers must be planned and managed effectively to preserve the security, stability, and global interoperability of the Internet.
The proposed policy to guide the introduction of new gTLDs was created by the Generic Names Supporting Organization (GNSO) through its bottom-up, multi-stakeholder policy development process. The elements addressed in the development of the new gTLD policy involve technical, economic, operational, legal, public policy, and other considerations. The intended result is a straightforward, fair, and efficient process for allocating new gTLDs.

This announcement describes fifteen draft amendments to the Registrar Accreditation Agreement (RAA) for consideration and discussion by the ICANN community. The amendments were developed through a community consultation process and then a discussion between registrars and ICANN taking that comment into account. The draft amendments are presented here to facilitate further community discussion with the objective of implementing a set of contract changes to enhance registrant protections. The OECD’s Future of the Internet conference is currently underway with a wide representation of government and other bodies being represented. Among those present were Paul Twomey from ICANN who said it plans to introduce top-level domains in Korean characters early next year reports DongA. (see stories 4 & 5). The conference is, in part, looking at domain name issues.
